Skilled Workers
Canada welcomes thousands of skilled workers from around the world every year. The
aim is to attract people with education and employment skills and who are able to
become successfully established in Canada.
Canada has become the destination of choice for many immigrants because it is a
country of incredible resources, vast geography, diverse peoples, abundant opportunities,
accessible health and social services, and because of its proximity to the United
States.
FEDERAL IMMIGRATION PROGRAM:
Skilled worker applicants are assessed on six selection factors and a points system.
In order to be eligible to become a permanent resident visa under the federal skilled
worker category, an applicant must score at least 67 points out of the possible
100 points. Exceptionally, some applicants who do not meet the 67 points but are
able to show that they can successfully settle in Canada may be accepted under the
positive discretion provisions of the regulations.

Prospective immigrants are generally required to submit the following documents:
- Immigration application forms and passport photographs.
- Identity / marriage/ divorce documents.
- Children’s information.
- Travel and passport documents.
- Proof of relationship in Canada.
- Employment information.
- Proof of language ability.
- Proof of funds.
- Police clearance
certificates.
- Government of Canada fees payment.
Interview:
Skilled workers applicants may be required to attend a selection interview
by an immigration officer. Such interviews are held to ensure the information in
the application is accurate, to verify the documentation submitted, and to assess
the applicants’ intention and determination to successfully relocate to Canada.
Interview waivers are granted at the discretion of the immigration officials.

QUEBEC SKILLED WORKER IMMIGRATION PROGRAM:
The Province of Quebec is the largest Canadian province in size and is
second after Ontario in population. Under the Canada-Quebec Accord, Quebec sets
its own immigration levels, establishes the financial criteria for sponsors, and
selects independent immigrants, for whom Quebec has developed its own points system
and has control of all settlement and integration programs for immigrants destined
to that province. Applicants using the Quebec Immigration Program should intend
to reside in that Province.
Under the Quebec immigration program, it is possible
to apply under any occupation provided applicant has knowledge of French language.
The Quebec government wishes to take 25,000 immigrants per year but only about 17,000
immigrants come to Quebec per year. Therefore, applicants who are interested in
immigrating to Canada and do not have very high qualifications or cannot qualify
for Canadian immigration should consider learning French language and apply for
immigration to Canada under the Quebec immigration program.
Under the Quebec Immigration
Program, all applicants make two applications. The 1st application is for the CERTIFICAT
DE SELECTION DU QUEBEC (CSQ) to the Provincial (Quebec) Government. This is a point
based application and the assessment takes into account the age of the applicant,
the education level, the official language abilities (French & English), work
experience or training, spouse or partner factors and relationship or visit or period
of study in Quebec. After the CERTIFICAT DE SELECTION is obtained; the 2nd application
is made to the Federal Government which handles the final security and medical clearance.

OTHER PROVINCIAL SKILLED
WORKER IMMIGRATION PROGRAM:
Most provinces play a more direct role in selecting
immigrants who wish to settle in that province. If you wish to immigrate to one
of Canada’s province under Provincial Nominee Program, you must first apply to the
province where you wish to settle. Your application will be considered directly
by the province based on their immigration requirements. As per now following provinces
are having a provincial nominee program:
- Alberta
- Manitoba
- Newfoundland and
Labrador
- Prince Edward Island
- Yukon
- British Columbia
- New Brunswick
- Nova
Scotia
- Saskatchewan
After you have been nominated by a province, you have to file
a separate application to Citizenship and Immigration Canada (CIC) for permanent
residence. A CIC officer will assess your application based on Canadian immigration
regulations. Provincial nominees are not assessed on the six selection factors of
the Federal Skilled Workers Program.
